Beginning June 4, 2025, a series of protests developed at the U.S. Immigration and Customs Enforcement field office located at 4310 S Macadam Avenue in South Portland, Oregon. According to the FBI affidavit filed July 28, 2025, the protest activity escalated significantly after nightfall each day.
"Since June 4, 2025, protests have occurred at the U.S. Immigration and Customs Enforcement (ICE) field office located at 4310 S Macadam Avenue in Portland, Oregon. During daylight hours, some of the protestors have harassed both ICE clients and employees by following them with cameras and making threatening statements, including statements that protestors know where the target lives and that protestors will find the target of the harassment. After nightfall, protestors generally become more aggressive and oftentimes violent, damaging personal and government property, assaulting or attempting to assault federal officers and employees, trying to force entry into the building, committing acts of arson, attempting to use lasers to blind and harm law enforcement officers, and throwing items at federal law enforcement officers working at the building. The violence toward officers has also included discharging pepper spray at officers as well as throwing rocks, trash, and bricks pulled from the ICE facility's driveway."
On June 14, 2025 — ten days into the protest series — U.S. Customs and Border Protection BORTAC tactical officers and ICE Enforcement and Removal Officers (EROs) were stationed inside the building maintaining security. At approximately 5:40 PM, the situation at the front door escalated.
According to the FBI affidavit, multiple individuals were attempting to breach the front door of the ICE facility. An ICE ERO officer — identified in court documents as "Adult Victim 1" (AV1) — moved to clear an obstruction from the doorway. As AV1 opened the door, a subject wearing a full-face gas mask with distinctive bright pink filter cups threw a large rock around the open door at close range.
The rock struck AV1 directly in the head. AV1 realized he was injured when he saw blood on the inside of his own gas mask. He removed himself from the doorway.
"AV1 received medical attention from other officers on scene and had an approximately 2-inch gash on his right eyebrow. AV1 said the wound bled profusely, to the point of obstructing his vision. AV1 received first-aid treatment from teammates, including glue, adhesive sutures, and bandages to hold the wound closed. The first attempt to close the wound failed. AV1 needed additional medical attention."
The assault was not the only act. Shortly after striking AV1, the same subject was observed with two unidentified individuals carrying an upended stop sign to the front door. Using the metal pole as a makeshift battering ram, they struck the main entry door four times. The damage required a full door replacement. The General Services Administration quoted the replacement cost at $7,747.72.
The subject wore a full-face gas mask and gloves during the attack — standard concealment gear at the protests. The FBI affidavit documents a methodical identification process spanning six weeks.
