They Knew.
He Fired Anyway.

The U.S. Senate concluded its year-long investigation in July 2025. It reviewed 75,000 pages of documents and conducted 17 transcribed interviews with Secret Service personnel. Its finding was unambiguous: "This was not a single error. It was a cascade of preventable failures."

The FBI opened its investigation as a terrorism case the day after the shooting. It classified the shooting as an attempt to coerce the United States government by removing a nominee in an upcoming election.

The evidence you are about to read is drawn entirely from official federal documents — FBI FOIA releases, congressional investigations, and a formal preliminary report from a sitting member of Congress who spent 20 hours on the ground at the crime scene.

The Shooter: Thomas Matthew Crooks

Thomas Matthew Crooks was 20 years old. He lived with his family in Bethel Park, Pennsylvania, a quiet suburb of Pittsburgh. His neighbors described him in terms that appear in nearly every FBI interview: quiet, kept to themselves. "A normal dorky kid," one neighbor told the FBI the day after the shooting. An avid walker. Beats headphones. Casually dressed. Nobody who knew him observed political conversations, talk about guns, or any behavior that would have suggested what was coming.

The FBI opened a formal investigation on July 15, 2024 — designated a Sensitive Investigative Matter and classified under the Bureau's terrorism definition. The opening Electronic Communication stated it was "reasonable to believe the potential political objective was to assassinate the former President of the United States and current candidate for President" — an attempt to "coerce the United States government by removing a nominee in the upcoming election." Three federal statutes were identified as potentially violated.

FBI records confirmed his social media footprint was almost nonexistent. His Facebook account had zero posts. His Snapchat handle was tom_crooks19. His Discord account number is documented. But the New York Times reported that FBI officials briefed lawmakers with a critical finding: in the period leading up to July 13, Crooks had searched online for images of both Trump and Biden, searched for dates of Trump appearances, and searched the schedule of the Democratic National Convention.

Local police at the Trump rally were circulating a photograph of Crooks as a suspicious individual before the shooting. Butler ESU counter snipers sent an email to the USSS Hercules 1 team at 5:53 PM stating: "Kid lurking around building we are in, AGR I believe it is. The Weapon & the Bombs: What He Brought to Butler

Crooks did not come to the Butler County Fairgrounds with only a rifle. He came with a rifle, a backpack to conceal it, and two improvised explosive devices in the trunk of his car — built with remote detonation capability. The IEDs failed to detonate due to construction problems and because the remote detonation receiver was in the off position. What happened on July 13, 2024 could have been significantly worse.

■   FBI / Allegheny County Police Evidence — Improvised Explosive Devices

Two Bombs in His Car Trunk.
Built for Remote Detonation. They Failed.

During the search of Crooks' vehicle following the shooting, law enforcement discovered two improvised explosive devices in the car trunk. The photograph below was taken by Allegheny County Police and also carries the FBI forensic seal. The devices were built with a remote detonation receiver — which was found in the "off" position. The devices also had "several problems in the way they were constructed."

Congressman Clay Higgins referenced "how he manufactured a remote trigger bomb" in his August 2024 Congressional report as a matter not yet investigated. These IED photographs confirm their existence and physical construction. The reason they did not detonate is documented: the receiver was off and the construction was flawed. What Crooks apparently intended — and what was prevented only by those failures — has not been fully investigated in any public document reviewed by NFA.

The 25 Minutes: Warning Received. Radio Silent. Trump on Stage.

The most important documented fact in this entire investigation is not about Thomas Crooks. It is about what happened inside the Secret Service security room between 5:45 PM and 6:11 PM on July 13, 2024.

At 5:45 PM, the Pennsylvania State Police Security Room Officer — stationed inside the USSS security room at the Butler County Fairgrounds — received a call from the Butler County command post reporting that a local tactical team was looking for a suspicious individual. During the conversation, the PSP officer relayed that the suspicious individual was outside the perimeter and had a rangefinder. The PSP officer relayed this information directly to the USSS Security Room Agent — the man responsible for all communications at a USSS protected event.

What happened next is documented in conflicting testimony before the Senate and in the FBI's own joint interview records. The PSP Security Room Officer described the USSS agent's reaction: "I got a distinct impression that there's, like, a lack of urgency… it was like, oh, like, okay. Like, it wasn't like he rushed around or did anything."

The USSS Security Room Agent did not transmit the information over the radio. He relayed it by phone to the C-UAS Advance Agent. Because he chose phone instead of radio, the message never reached USSS post standers, counter snipers, or — critically — the DTD shift detail. The DTD shift detail is the team that had the authority to prevent Trump from taking the stage.

5:30 – 5:45 PM

Suspicious Individual First Reported

Between 5:30 and 5:45 PM, the USSS Protective Intelligence (PI) Response Agent is told by her PSP Counterpart that a suspicious individual has been seen outside the venue with a rangefinder. She goes to the last known location — is told the individual is no longer in the area. Gathers only a "vague description."

5:45 PM — THE WARNING

USSS Security Room Agent Informed — Does Not Use Radio

The PSP Security Room Officer receives a call from Butler County command post. He relays to the USSS Security Room Agent: suspicious individual outside the perimeter with a rangefinder. The PSP officer describes the USSS agent's reaction as showing "a lack of urgency." The USSS agent relays the information by phone — not radio — to the C-UAS Advance Agent. It never reaches DTD shift detail, post standers, or counter snipers via radio.

Butler ESU Email to USSS Hercules 1 — "Kid Lurking Around AGR"

Butler ESU counter snipers email USSS Hercules 1 Counter Sniper Team Lead: "Kid lurking around building we are in, AGR I believe it is. I did see him with a rangefinder looking towards stage, FYI, if you want to notify SS snipers to look out. I lost sight of him." Hercules 1 Counter Sniper decides not to utilize the Counter Sniper Response Agent. Later tells Committee: "I do not know why he was not sent." PI Response Agent Abandons Search — Returns to Crowd Control

The PI Response Agent returns to stage left area to assist with crowd control — despite the ongoing concern of a suspicious individual with a rangefinder. Her PSP Counterpart attempts to continue searching but is stopped by Secret Service at the perimeter and told he will not be allowed back in if he exits. He returns to the Command Post. The two can only communicate by cell phone after they separate.

6:06 – 6:09 PM

Hercules 2 Transmits — "Locals Working a Problem at 3 O'Clock"

A USSS counter sniper in the Hercules 2 position transmits on the shared radio channel: locals are working a problem at the 3 o'clock. Because the Security Room Agent had not used the radio earlier, DTD shift detail is still unaware of the suspicious individual with a rangefinder. The ATSAIC of DTD confirms in his transcribed interview that he never received a verbal briefing from PID indicating an elevated threat environment.

18:09 — 6:09 PM

Butler ESU Commander Calls Security Room: "Guy on the Roof"

The PSP Security Room Officer receives a call from Butler ESU Commander Edward Lenz: "the guy was discovered on top of a roof." PSP Officer testifies he relayed this to the USSS Security Room Agent — "basically, almost like, hey, he's on the roof." The USSS Security Room Agent tells the Committee he never heard about the individual on the roof. This is a direct conflict of sworn testimony. The PSP Security Room Officer's account is documented in his joint interview with PSP and FBI.

10 Shots: The Documented Sequence

Congressman Clay Higgins spent 20 hours on the ground at the Butler crime scene in August 2024, accompanied by retired SWAT operator John Chautin and assisted by ESU Commander Edward Lenz and Butler County DA Senior Detective William Mayhugh. He reenacted Crooks' movements, examined every window at AGR, climbed the air conditioning unit, and reconstructed the complete shot sequence from eyewitness ESU accounts. The following is his documented reconstruction, consistent with FBI records.

Shots 1 – 8

Crooks — AGR Rooftop — DPMS A-15 — 5.56mm

Crooks fired from a position several feet back from the peak of the AGR rooftop — deliberately minimizing his silhouette against the sky. His position provided excellent concealment from the northern counter-sniper team due to foliage from two trees. His position did NOT offer excellent concealment from the southern USSS counter-sniper team. All 8 casings recovered. Shot breakdown documented as 3 plus 5 by Congressman Higgins. Four individuals struck: Corey Comperatore (killed), David Dutch, James Copenhaver, and Donald Trump.

Shot 9 — The Local Hero

Butler ESU SWAT Operator — Ground Level — ~100 Yards from AGR

A Butler ESU SWAT operator from Saxonburg Police Department, assigned to the counter assault team and positioned in the turret of the armored vehicle, spotted Crooks as a partially obscured moving target on the AGR rooftop. He immediately left his assigned post, ran toward the threat, and ran directly into the line of fire while Crooks was still firing. He took one shot from approximately 100 yards. Shot 9 hit Crooks' rifle stock, fragmenting and striking Crooks' face, neck, and right shoulder. Congressman Higgins: "The SWAT operator who took this shot was a total badass." Crooks went down — then popped back up after a few seconds. Higgins believes Shot 9 also damaged the buffer tube on Crooks' AR, rendering the rifle unable to fire after the 8th shot — pending physical examination of the weapon.

Shot 10 — Killing Shot

USSS Hercules 1 — Southern Counter-Sniper Team — AGR Rooftop

The Hercules 1 Counter Sniper — positioned on the southern barn with the USSS Counter Sniper Team Leader — neutralized Crooks. The Senate report confirms this was the Hercules 1 Counter Sniper. Congressman Higgins' documented entry-exit trajectory: entry around the left mouth area, exit at the right ear area. "Instant over." This entry-exit trajectory aligns with the southern counter-sniper team position. The Hercules 1 Counter Sniper's "quick and decisive action to neutralize the threat on July 13 undoubtedly saved countless lives of numerous innocent rallygoers." — Senate HSGAC Final Report.

● Higgins Finding — AGR Roof Access

Crooks accessed the AGR rooftop by climbing onto an air conditioning unit. He did not use a ladder — none was found at the scene. Congressman Higgins reenacted the climb without difficulty. The Counter Sniper Team Advance Lead responsible for determining positions never went inside or on top of the AGR building during advance planning. When asked, he confirmed: "I did not, no." ● Muzzle Flash Theory — Definitively Debunked

Videos circulating online purport to show a "muzzle flash" from a window below Crooks' firing position on the AGR roof. Congressman Higgins examined this window inside and out and interviewed the AGR employee who has worked in that office for many years. His finding: that window does not open and has never opened. The "muzzle flash" was either a digital fabrication or an iPhone light or camera flash reflected from the glass. This theory is closed. Source: Higgins Preliminary Report, August 12, 2024.

■   Section V

The Failures: A Cascade. Not an Accident.

The United States Senate Committee on Homeland Security and Governmental Affairs spent one year investigating what happened. They interviewed 17 USSS personnel under oath. They reviewed 75,000 pages of documents. Their conclusion, stated in the title of their final report: these were the U.S. Secret Service's failures surrounding the July 13, 2024 assassination attempt.

These were not the failures of a single agent on a bad day. The Senate documented a pattern that began more than a year before the shooting, included denials of requested assets at the headquarters level, and culminated in a communications breakdown on the ground that left the man responsible for transmitting life-critical information choosing a phone call over a radio.

C-UAS advance agent requested enhanced assets for Butler rally. Denied telephonically by TSD advance agent. Three days before the shooting. Prior to July 13, there was NO formal procedure to request or deny assets — and no standard response process at USSS headquarters.

● Senate Finding — False Congressional Testimony

Former USSS Director Kimberly Cheatle testified under oath to the House Oversight Committee on July 22, 2024: "for the event in Butler, there were no requests that were denied." The Senate Committee, using USSS's own documents, found this statement to be false. USSS itself provided the Committee with a list of all assets requested by DTD and denied by USSS headquarters. The intelligence picture surrounding the July 13 rally adds another layer of documented failure. On July 12, 2024 — the day before the shooting — the FBI arrested Asif Raza Merchant, a Pakistani national with ties to Iran and the IRGC, on murder-for-hire charges related to a plot to assassinate U.S. political officials. Merchant had paid $5,000 to undercover federal law enforcement and attempted to flee the country. The New York Times reported that FBI Director Christopher Wray was personally involved in ensuring USSS was made aware of the threat to Trump. It was in response to this threat that USSS made the decision to send counter snipers to Butler on July 13.

And yet: none of the USSS counter snipers deployed at Butler were informed of the threat intelligence that drove the decision to deploy them. The Senate confirmed this in multiple transcribed interviews. The ATSAIC of DTD — the man who would have had authority to keep Trump off the stage — told the Committee he never received a verbal briefing from PID indicating an elevated threat environment. He knew only that there was "a credible, long-range threat to [Trump] and it's by the typical actors."

■   Section VI

Accountability: Nobody Was Fired.

One year after the assassination attempt on the current President of the United States, the Secret Service had formally disciplined six people. Not one was fired. The details on those disciplinary actions were withheld from the Senate Committee until Chairman Rand Paul issued a subpoena on July 1, 2025. USSS completed the disciplinary process for two of those six personnel only after the subpoena was issued.

Pittsburgh Field Office SAIC 14-Day Suspension

Placed on telework August 14, 2024. Received $9,000 in performance awards the same day as telework placement — unclear if ever collected given subsequent discipline. Final suspension: 14 days without pay (April 24, 2025). DRB upheld June 2, 2025. Not fired.

Pittsburgh Field Office ATSAIC 10-Day Suspension

Placed on telework August 14, 2024. Final suspension: 10 days without pay (April 24, 2025). Returned to full operational duty in leadership position May 1, 2025 — before his disciplinary process was complete. USSS Office of Integrity relied on this ATSAIC's comments for at least two other personnel's disciplinary decisions, despite the ATSAIC himself being under investigation for the same incident. Not fired.

USSS Site Agent 42-Day Suspension

Placed on unofficial restricted duty August 16, 2024. Received 1-day suspension for unauthorized media contact (reduced from 3 days). Received 42-day suspension for Butler performance — the heaviest disciplinary action in the group. Final decision issued July 3, 2025. Not fired.

USSS Site Counterpart 14-Day Proposed

USSS Lead Advance Agent 14-Day Suspension

Placed on telework August 14, 2024. Proposed 21-day suspension. Final suspension: reduced to 14 days without pay (July 1, 2025). Not fired.

USSS Counter Sniper Team Leader 35-Day Suspension

Placed on restricted duty December 20, 2024. Proposed 52-day suspension for "negligence in the performance of official duties and specific operational failures." Final suspension: reduced to 35 days without pay (July 3, 2025). As of July 9, 2025, remains on official restricted duty. Not fired.

● The Man Who Received the Warning — Not Disciplined

The USSS Security Room Agent — the SAIC of the USSS Buffalo, New York Field Office — received information about Crooks at 5:45 PM and chose not to transmit it over the radio. The PSP Security Room Officer testified he told the USSS agent the suspect was on the roof. The USSS agent denies hearing this. The Senate Committee specifically noted the lack of disciplinary action for this individual. The USSS Office of Integrity found him "not to be in violation of Secret Service policy." He retired on June 28, 2025. One year and 15 days after the shooting. Source: Senate HSGAC Final Report, p.6.

What Remains Hidden: 218 Deleted Pages and a Cremated Body

The FBI's FOIA release in this case — Case 25-cv-2216 — came with a deletion sheet attached. It is the first two pages of the document package Brian received. It is not a list of minor administrative redactions. It is a ledger of everything the public is not allowed to see.

The deleted pages are itemized by exemption code: b6 (personal privacy), b7C (law enforcement — personal privacy), b7E (law enforcement — investigative techniques), and b5 (deliberative process). Three pages are listed as "Referral/Consult" — meaning they were referred to another agency for a determination. The exemptions reveal the categories of what was withheld: investigative techniques, third-party identities, and deliberative government communications. In the single most significant political violence event in recent American history, 218 pages of the FBI's internal investigation file are not available to the public.

More significant than the redactions is what happened to Crooks' body. Congressman Higgins, on the ground in Butler on August 5, 2024, attempted to examine the body for his Congressional investigation. He discovered that the FBI had released the body for cremation on July 23, 2024 — 10 days after the shooting. Nobody knew. Not the County Coroner. Not local law enforcement. Not the Sheriff. The Butler County Coroner told Higgins he would never have released the body to the family for cremation without specific permission from the FBI.

Higgins noted the date with precision: July 23, 2024 — the day Crooks was cremated — the Homeland Security Committee and the Oversight Committee had already begun formal jurisdictional investigations into the shooting. Speaker Johnson had already publicly announced he was forming an Official Congressional investigative body. The FBI knew all of this. The body was cremated anyway.

The autopsy and toxicology reports exist. The Pennsylvania Office of Open Records ruled in January 2025 that they are available for a $600 fee. But the identification records — the DNA, dental records, fingerprints, and forensic documentation used to confirm that the body was actually Thomas Matthew Crooks — were ruled exempt from public disclosure. A citizen who filed a Right-to-Know request specifically seeking those records was denied. They cannot be obtained without a subpoena.

The Senate Committee encountered the same obstruction at the federal level. The Committee's request to the FBI was transmitted July 24, 2024. Beginning in October 2024, the Committee went to the Department of Justice four separate times to view FBI interview summaries, lab reports, and firearms and explosives examinations in-camera. When they arrived, the documents were produced in-camera — but redacted. The Senate Committee's conclusion: DOJ producing redacted documents in-camera "greatly rendered the purpose for the Committee's visit moot."

The ATF was asked to make available a specific individual involved in the July 13 rally. The ATF produced one overly redacted document and a general statement that the ATF had "no official involvement in the rally." The interview request was never fulfilled.

● Editorial Note — What NFA Cannot Confirm

NFA cannot confirm the identity of the person cremated on July 23, 2024 was definitively Thomas Matthew Crooks. The identification records — DNA, dental, fingerprints — used to confirm identity are sealed and unavailable without a subpoena. The autopsy report exists and is available for purchase. The forensic identification documentation used to link the deceased to the name "Thomas Matthew Crooks" is not public. NFA is not asserting any alternative theory of identity. NFA is asserting that the factual record documenting the standard forensic identification process is not publicly verifiable. That is a documented gap in the evidentiary record and it is reported here as such.
