
82 days after the North Texas Antifa Cell attacked Prairieland, a lone actor climbed to a Dallas rooftop with a bolt-action rifle he'd purchased a month earlier, and opened fire on an ICE field office. His shell casings said "Anti-ICE." His notes said he wanted to inflict terror. The FBI called it what it was: the second attack on an ICE facility in North Texas in recent months. The case is closed. The perpetrator is dead. The pattern is not.

DALLAS — Norlan Guzman-Fuentes, 37, while in the custody of ICE suffered a senseless and tragic fatal gunshot wound during a senseless sniper assault on the ICE Dallas Field Office. Guzman was an illegal alien from El Salvador who was picked up by ICE from local law enforcement.

He wrote it all down. Notes recovered from Joshua Jahn's residence described, in his own handwriting, exactly what he intended to do and exactly why he intended to do it. He called ICE agents "people showing up to collect a dirty paycheck." He wrote that he hoped his attack would give them "real terror" — to make them wonder whether there was a sniper with armor-piercing rounds on a rooftop waiting for them. He inscribed his message on his ammunition. He installed apps to track the movements of ICE agents. He downloaded lists of DHS facilities. He did all of this deliberately, methodically, over weeks — before climbing a ladder to a Dallas rooftop at 6:30 in the morning and opening fire.
The FBI was unambiguous: this was a targeted, ambush-style, politically motivated attack on federal law enforcement — the second in North Texas in less than three months. The first was the July 4, 2025 attack on the Prairieland Detention Center by the North Texas Antifa Cell (NFA-PV-005-L). That attack came from a coordinated cell of eleven operatives with 11 firearms and body armor. This attack came from a lone man on a rooftop with a bolt-action rifle. Different methods. Same target. Same ideology. Same geography. Same result.
There is one more thing the federal record makes clear, and NFA will not bury it: the one person Joshua Jahn killed was not an ICE agent. It was an ICE detainee — an immigrant, the exact category of person Jahn claimed his anti-ICE ideology was meant to protect. The two people he critically wounded were also detainees. Not a single law enforcement officer was shot.
